Joe Fernandez, President

Joe Fernandez is the founder and president of SEMPREX International, Inc. He obtained his Master of Science Degree in Computer Science from the Pennsylvania State University, and Master of Science Degree in Aerospace Engineering from the Indian Institute of Science, Bangalore, India. He has over 20 years of experience in systems engineering, planning, and implementing telecommunication networks and information systems. He has served as a technical advisor for several large scale IT projects in the government and commercial sectors.

Gary Koerner, Director, Systems Engineering

Gary Koerner brings over seventeen years of experience in systems engineering, development of telecommunications systems for domestic and international markets, and program management. He has provided assessment and guidance in the use of commercial telecommunications standards for the Department of Defense. He has a Masters of Science degree in Electronics Engineering Technology from the Temple University. He is a Registered professional engineer and has FCC General Broadcast Operator License, FCC Amateur Radio Operator Licenses, and Society of Broadcast Engineers Certification.

Jim Lee, Director, Information Systems

Jim Lee has over 25 years experience as a program manager directing development and testing of information management systems, directing automated software tools development, and developing C4I architectures based on a common operating environment. He is an expert at identifying procurement strategies, maintaining financial control, developing program plans, and addressing information technology migration strategies. He has a Bachelor of Science degree in Electrical Engineering from West Virginia University, and has completed Program Management Course from the Defense Systems Management College.

Binny Cherian, Director, Business Development

Binny Cherian has over five years of experience in business development and over Ten years of technical experience in various information technology sectors including telecommunications and networking. His experience includes Satellite communications, computer networking and telecom billing systems. He has a Bachelor of Science Degree in Commerce from University of Kerala, India.
